I charge by the linear foot (of binding), and I charge $3.00/ft. You may want to test and see how long it takes you to put on a binding from start to finish, and then divide that by what you would like to get paid per hour. For example a queen size quilt binding would be about 28ft and take me about 5.5 hours. I would charge $85.00, which is about $15.00 per hour.
